Despite continual defeat for years at the hands--and guns--of humans, the fanatical zor insist on waging war. No sure what to do with them, the emperor hires a retired admiral to figure out how to deal with the situation. The trouble is that the admiral's ideas, while finding favor with more miltary-minded humans, raise the ire of many others, and internal divisions begin to arise among humans previously united in their battle of a common enemy.
